This is the steering rack spacer washer that the Porsche factory used when they went with the turbo tie rod. The turbos larger tires up front had a habit of rubbing inside the fender well. Even stock 914's have this problem. If you are ordering turbo tie rod components individually, don't forget to grab a pair of these.
